The Topcoat and Primer Serve Completely Different Functions:
Topcoat = Weather Resistance: Its main role is to resist weather, maintain color, and prevent pollution. It does not prevent rust. Because topcoat resin is dense and smooth, it has poor adhesion directly on bare steel. Moisture and salt can easily penetrate its micro-pores, causing underlying rust and eventual blistering.
Primer = Fundamental Rust Prevention: Steel surfaces naturally have mill scale and microscopic rust. A topcoat cannot passivate the substrate.
